City walks

First walks in Durham.

In Durham, the county’s rules govern the city: a dog stays under restraint - an attended leash, a secure enclosure, or an electronic device - and voice control alone does not count. Four registration-only dog parks handle the off-leash side. The rules, the parks, and a calm plan for a new dog’s first week.

Hours, exceptions & the fine print

Durham’s rule comes from Durham County’s animal ordinance, which the city applies inside its limits (city §6-1). Under it, a dog off your property must be under restraint - "a secure enclosure located on the owner’s property, attended leash, or electronic device of sufficient strength which allows the owner to maintain control" - and the code spells it out: "Voice command is not recognized as adequate restraint" (§4-13). There is no leash-length cap. A posted, fenced dog park is the one place restraint is not required (§4-13 again). Running at large is unlawful (§4-86) and draws a $50 civil penalty the first time, $100 for repeats, $150 for habitual violations, $500 when the dog has been declared dangerous (§4-9).
