First walks in El Paso.
In El Paso, the moment your dog leaves your property it must be under a competent person’s direct control - a secure leash or an equivalent means of direct physical control. Six year-round dog parks are the place for off-leash play. The city’s own rules and how we suggest starting a new dog’s first week.
The rules, in short
From the El Paso City Code and the city’s own pages.
- 1Off your property: secure leash or equivalent direct physical control
- 2Off-leash play: six city dog parks, plus a seasonal dog water park
- 3Rabies shot, microchip and city registration from four months
- 4Pick up immediately - and carry the bag to do it
- 5Dog parks: leash in hand, no kids under seven, three dogs max
- 6The registration tag stays on the collar outside your home
Hours, exceptions & the fine print
A dog is "at large" when it is off your property and not under the immediate control of a capable person via leash or other restraint (7.04.010). Off your premises the code requires direct control by a competent person, "by means of a secure leash or by some other equivalent means of direct physical control" (7.12.010) - there is no length cap, and the only exception for dogs is a designated off-leash area (7.08.030, 13.24.120). Breaking the animal code is a misdemeanor with a fine of up to $2,000 (7.04.080).
The first week
The same calm start we suggest everywhere - on El Paso’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.
The dog parks, for later
Once your dog has settled. El Paso lists six year-round dog parks:
- 1Argal Park - 11511 Rojas Dr - separate small and large dog areas
- 2Eastwood Dog Park - 3110 Parkwood St - agility course
- 3Joey Barraza and Vino Memorial Park - 11270 McCombs St - separate small and large dog areas
- 4Tierra Buena Dog Park - 12700 Pebble Hills Blvd - small and large dog areas and an agility course
- 5Tom Lea Lower Park - 1203 E Schuster Ave - separate small and large dog areas
- 6Westside Community Park - 7400 High Ridge Dr - one small-dog and two large-dog areas
City code sets the ground rules for every dog park: your dog under your immediate supervision and command, a leash in your hand at all times, on-leash in and out (13.24.120). No children under seven inside, no puppies under four months or females in heat, no more than three dogs per person, and an aggressive dog leaves immediately. Hours follow park hours: 6 a.m. to 10 p.m. October through April, 6 a.m. to 11 p.m. May through September.
Pins mark the park or its listed access point, not the exact off-leash boundary.
Good to know
Worth knowing
El Paso requires a rabies vaccination, a microchip and city registration for every dog from four months of age, renewed annually - $12.50 through El Paso Animal Services (vet offices set their own fees) - with the tag on the collar whenever your dog is out of the house (7.12.020, 7.12.030). The seventh listing, Pavo Real, is a seasonal dog water park: open Memorial Day to Labor Day and closed for the winter, which it is now. Breaking dog-park rules carries a fine of up to $500 (13.24.220).
