Hours, exceptions & the fine print
Garland section 22.03 prohibits owners from allowing animals other than cats to run at large. It provides affirmative defenses for a leash held by a person, actual physical control by a person strong enough to control the unleashed animal, and bona fide training under direct supervision. Section 22.00 excludes specified agricultural operations, state- or federally licensed animal businesses, and retail dog/cat sales from the article, and preserves state-law preemption. These provisions are not a recommendation to walk off leash. Dog-park rules separately require a leash until inside the designated fenced areas, current rabies tags, sterilization for dogs over six months, visual and voice control, immediate waste cleanup and refilling holes. Handlers must be at least 16, no more than three dogs per handler; children under ten are excluded and children ten to sixteen need an adult. No food, toys, glass, alcohol or tobacco, including e-cigarettes. Sick or wounded dogs, females in heat and dogs designated dangerous or vicious may not enter. Remove aggressive dogs promptly. Use the appropriate paddock: small dogs under 35 pounds, large dogs 35 pounds and over.
The first week
The same calm start we suggest everywhere - on Garland’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.
The dog park, for later
Once your dog has settled. One featured park: Garland Dog Park, with three rotating paddocks and two active at a time.
- 1Garland Dog Park - 901 S Glenbrook; three acres with three rotating paddocks: one large (35 lbs and up), one small, and a third that rests in rotation; double entry gates, six-foot fence, shaded pavilion, lighting, wash station
The city landing page and fact sheet list a 9 p.m. closing time, while the rules PDF says 10 p.m. Check the current posted sign or operator before a late visit rather than relying on a single time here. All sources agree on Wednesday closure until 4 p.m. for maintenance; rain and wet conditions can also close the park. Check current closure notices. The pin identifies the named dog park, not an exact entrance or off-leash boundary.
Pins mark the park or its listed access point, not the exact off-leash boundary.
Good to know
Worth knowing
Current section 22.04 requires rabies vaccination between 12 and 16 weeks, then either annually or an initial dose, booster within twelve months and approved three-year revaccination thereafter. Keep the certificate for proof on request. Section 22.19 addresses unsterilized dogs and cats over six months but includes defenses for retail/adoption animals; qualifying shows, competitions and registries; veterinary medical unfitness with later compliance; law enforcement; assistance/service animals; qualifying registered hunting or herding dogs; and breeding-permit holders. It also recognizes specified zoological, educational, veterinary-care and wildlife-rehabilitation defenses. The dog-park PDF's broad statement about all resident dogs is not a complete account of city law. The park's own entry rules still apply. Confirm current identification, permit and service requirements rather than relying on older registration or fee wording.
