Hours, exceptions & the fine print
Irving section 6-1 defines an animal at large by lack of sufficient physical confinement or continual physical restraint with a suitable leash or chain that prevents unsolicited contact. Section 6-80(a) prohibits allowing an animal at large or failing to provide adequate enclosure or restraint. Section 6-80(g) provides defenses for a dog off leash in a dog park and a qualifying sterilized, vaccinated, ear-notched feral or community cat. For ordinary street walks, use a secure leash. Section 6-80(c) requires carrying a bag or container and removing waste from public places or other people's property. Both dog-park operators require dogs strictly older than six months, no more than two per person, voice control and continuous supervision. Dogs under 25 pounds use the small area; dogs 25 pounds and over use the large area. Children under three may not enter; children 12 and younger need an adult. Leash dogs on entry and exit and carry a leash inside. No food, treats or drinks; no female dogs in heat, dogs with fresh wounds, or spike, prong or pinch collars. Remove aggressive dogs, pick up waste and fill holes. Check posted rules and weather or turf closures.
The first week
The same calm start we suggest everywhere - on Irving’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.
The dog parks, for later
Once your dog has settled. Two featured parks with separate large and small play areas, normally open sunrise to sunset unless posted otherwise:
- 1Irving Dog Park - 4140 Valley View Lane, next to the Animal Care Campus; large and small play areas, a pavilion, benches and a water fountain
- 2Paws Colinas Dog Park - 1300 California Crossing Road; large and small play areas, a shade structure, water facilities, and direct access to the Campion Trail
Both operators rotate front and rear play areas on the first day of each month. Check the sign for the open section and current maintenance, weather or turf closures. Pins mark named park locations, not exact dog-run entrances or off-leash boundaries.
Pins mark the park or its listed access point, not the exact off-leash boundary.
Good to know
Worth knowing
Irving Animal Services says routine city pet registration was replaced by microchip identification and registration in 2021. Current section 6-15 applies to resident dogs and cats over four months and requires current registry details and an outdoor ID tag with the owner's name and phone number. It recognizes defenses for a medically unsuitable animal with the required veterinary documentation and tattoo, a nonresident keeping an animal here for less than 30 days, possession for less than 30 days, and an unexpired pre-change city registration certificate. Section 6-30 requires current rabies vaccination and an outdoor rabies tag, with a defense for animals under four months. The code's current-vaccination definition includes a 30-day initial interval and later one-year or qualifying three-year conditions. Both dog-park pages still use older "licensed" wording alongside vaccination and current tags; Animal Services says city pet registration is no longer required. Check with the operator about admission documentation rather than treating that wording as a new city license requirement. Special permits, dangerous-dog rules and quarantine restrictions still apply.
