City walks

First walks in Jacksonville.

Outside the designated off-leash dog parks, Jacksonville counts a dog as at-large when it roams off your property without a leash - and any leash past eight feet fails the city’s physical-control test. The city’s own rules, its eight official dog parks, and how we suggest starting a new dog’s first week.

The rules, in short

From the Jacksonville Ordinance Code and the city’s own pages.

  • 1Leashed and under physical control anywhere off your property
  • 2Leash max 8 ft - longer counts as no physical control
  • 3Off-leash only in designated dog parks
  • 4Pick up after your dog on any property not yours
  • 5City license & rabies tag - $20 a year
  • 6Fines run $250 first offense, up to $500
Hours, exceptions & the fine print

The code’s at-large rule (462.302) exempts a dog in a city-designated or legally established private off-leash dog park, under supervision. A retractable leash extended past eight feet counts as at-large in the city’s own definition. The waste rule (462.301) requires immediate removal on any property not yours. The code’s fine schedule lists at-large fines at $250 first offense, up to $500 on a third, reduced to $200 first if uncontested - the schedule’s labels still use the pre-2025 section numbers, while the at-large prohibition itself now sits at 462.302.
