First walks in Jersey City.
In Jersey City the leash limit is six feet anywhere public, and off-leash is for the city’s signed dog runs only. The city’s own rules, the dog runs it has documented, and how we suggest starting a new dog’s first week.
The rules, in short
From Jersey City Municipal Code Chapter 90 (Ord. 25-066) and city records.
- 1Leash no longer than six feet in any public place
- 2Off-leash only inside a city-designated, signed dog run
- 3First Street and Paulus Hook parks ban dogs - service dogs and leashed sidewalk pass-through excepted
- 4Carry a bag or scoop, and pick up immediately
- 5License and registration tag on the collar or harness
Hours, exceptions & the fine print
The six-foot leash rule names its own exception: areas the city designates as dog runs and marks with official signage. The two park bans have their own carve-outs - service dogs with their owner or trainer, and any dog on a leash passing on a public sidewalk. The code and the city’s Animal Care page give different licensing ages, so follow the city’s current licensing page.
The first week
The same calm start we suggest everywhere - on Jersey City’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.
The dog runs, for later
Once your dog has settled. Three parks with dog runs are documented in the city’s own records:
- 1Van Vorst Park
- 2Hamilton Park
- 3Coles Park - two runs, one for small dogs, one for large
The city’s Park Maintenance Division looks after more than 60 parks, dog runs included. Van Vorst and Hamilton Park are pinned from the city’s open-data map; Coles Park gets no pin because the city publishes no coordinates for it and online maps point at the wrong one.
Pins mark the park or its listed access point, not the exact off-leash boundary.
Good to know
Worth knowing
The dog-run exception is in the leash rule’s own sentence, so a signed city dog run is the one place off-leash is plainly allowed. Licenses run through the Division of Animal Care & Control - online, or at the shelter on Jersey City Blvd; out-of-state licensed dogs get 90 days before a Jersey City license is due.
