First walks in Phoenix.
Phoenix asks for a leash of six feet or less anywhere off your property, and off-leash only in the city’s fenced dog parks. The city’s own rules, the official dog park list, and how we suggest starting a new dog’s first week.
The rules, in short
From Phoenix City Code, the Parks department, and Maricopa County’s own pages.
- 1Leash, six feet at most, anywhere off your property
- 2Off-leash only in the city’s fenced dog parks
- 3Maricopa County license, from three months
- 4Current rabies vaccination
- 5Pick up after your dog
- 6Watch for summer turf closures
Hours, exceptions & the fine print
The posted dog-park rules add: keep the leash on until you are inside and the gates are fully closed, no female dogs in heat, and the city asks that children under 12 stay out of the exercise areas. Phoenix licenses run through Maricopa County, not City Hall - the county sets the fee, with reduced rates for spayed or neutered dogs and for owners 65 and up; check the current amount when you apply.
The first week
The same calm start we suggest everywhere - on Phoenix’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.
The dog parks, for later
Once your dog has settled. The city’s open-data layer lists 13 dog parks, all fenced with double-gated entrances:

- 13Aguila Dog Park (Cesar Chavez Dog Park in the city’s closure schedule) - 7858 S 35th Ave
Phoenix posts no single hours claim - follow the posted sign. From late spring into summer the city closes dog parks for weeks at a time for turf recovery, so check the current closure schedule before you drive over. The pins on this map are the city’s own coordinates from its open-data layer.
Pins mark the park or its listed access point, not the exact off-leash boundary.
Good to know
Worth knowing
The six-foot rule is Phoenix City Code 8-14: off your property a dog must be on a leash of six feet or less and under your direct control, and an electronic collar does not count as a leash. Dogs over three months must wear the county license tag on a collar or harness any time they are off your property. The county, not the city, issues licenses - online through DocuPet - and every dog over three months needs a current rabies vaccination to get one.
