First walks in Portland.
In Portland’s parks, the leash rule is eight feet max - with designated off-leash areas across the city for later. The city’s own rules, the official list, and how we suggest starting a new dog’s first week.
The rules, in short
From Portland City Code and the parks bureau’s own pages.
- 1Leash, max 8 ft, in all parks
- 2Scoop laws apply everywhere
- 3Carry a leash per dog, always
- 4License & rabies tags on the dog
- 5Fines up to $150
- 6Some parks and park areas prohibit dogs
Hours, exceptions & the fine print
Outside designated off-leash areas the leash rule applies everywhere in the parks system. Dogs are closed out of Tanner Springs Park, Whitaker Ponds Nature Park, Foster Floodplain Natural Area and the Mt. Tabor amphitheater.
The first week
The same calm start we suggest everywhere - on Portland’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.
The off-leash list, for later
Once your dog has settled. A few of the better-known designated areas from the city’s official list:
- 1Mt. Tabor Park - open 7 a.m. to 9 p.m.
- 2Gabriel Park - separate summer / winter areas
- 3Cathedral Park - posted park hours
- 4Laurelhurst Park - posted park hours
- 5The Fields - posted park hours
- 6Sellwood Riverfront Park - posted park hours
Inside an off-leash area the rules still apply: dog in sight and responsive to your voice, leash on the way in and out, no more than three dogs per person, no digging, and out for the day if your dog menaces or injures anyone. Some areas close on school days, 8 a.m. to 4 p.m.; signed small-dog areas are for dogs under 19 inches.
Pins mark the park or its listed access point, not the exact off-leash boundary.
Good to know
Worth knowing
Off-leash areas are signed or fenced. Learn the boundaries first: the eight-foot leash rule applies again the moment your dog steps outside the designated area - and fines apply there too.
