First walks in Raleigh.
In Raleigh, your dog stays on a leash or similar physical restraint anywhere off your property - voice command does not count - with ten city dog parks for off-leash play. The city’s own rules and how we suggest starting a new dog’s first week.
The rules, in short
From the Raleigh City Code and the city’s dog-park page.
- 1Off your property: a leash or similar physical restraint - voice command does not count
- 2Off-leash play: the city’s ten listed dog parks
- 3Pick up on any street, sidewalk, park or public area - and anywhere private without permission
- 4Rabies vaccination from four months - tag on the collar or harness
- 5No city pet license - Raleigh does not issue one
- 6At the dog parks: leashed until the gate closes, three dogs per handler
Hours, exceptions & the fine print
Raleigh defines at large as off your premises and “not under sufficient physical restraint such as a leash, cage, bridle, or similarly effective device” - and says plainly that “voice command is not recognized as sufficient physical restraint” (12-3004). Letting a dog run at large anywhere in the city or on city property is unlawful - a misdemeanor that can also draw a civil penalty (12-3007, 12-3011). The exception is written into the definition itself: the dog exercise and play areas the City Council designates, each physically separated from the rest of its park. The scoop law covers any street, sidewalk, park or other publicly owned area, and private property unless the owner allows it (12-3011). Tethering a dog to anything stationary is capped at three hours in any twenty-four (12-3013, $100-a-day civil penalty). One caution: the Dorothea Dix dog park closes regularly for mowing and maintenance - the city posts the schedule.
The first week
The same calm start we suggest everywhere - on Raleigh’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.
The dog parks, for later
Once your dog has settled. The city lists ten dog parks:
- 1Baileywick Park Dog Park - 9501 Baileywick Rd - separate small- and big-dog areas
- 2Buffaloe Road Dog Park - 5900 Buffaloe Rd - dog water fountain; separate small- and big-dog areas
- 3Carolina Pines Dog Park - 2305 Lake Wheeler Rd - separate small- and big-dog areas
- 4Dorothea Dix Dog Park - 1800 Umstead Dr - grass; closes regularly for mowing and maintenance, schedule posted by the city
- 5Jaycee Dog Run - 2405 Wade Ave
- 6Kiwanis Park Dog Run - 2525 Noble Rd
- 7Millbrook Exchange Dog Park - 1905 Spring Forest Rd - 7 a.m. to 10 p.m.; lights and agility equipment; separate small- and big-dog areas
- 8Oakwood Dog Park - 910 Brookside Dr - separate small- and big-dog areas
- 9RMB Dog Park - Dawson St & W Morgan St, downtown
- 10Roberts Park Dog Run - 1300 E Martin St
Ten is the city’s own count on its dog-park page. All are open dawn to dusk except Millbrook Exchange, which is lit and open 7 a.m. to 10 p.m. Posted rules at every park: leashed until the gate closes behind you, healthy and fully vaccinated dogs, no more than three dogs per handler, no food or toys, choke and prong collars off inside, no puppies under four months, no females in season, and aggressive dogs leave. The city’s parks GIS also lists two temporary dog parks - Abbotts Creek and Moore Square - that are not on the permanent roster. Everywhere outside the gate, the leash rule applies again.
Pins mark the park or its listed access point, not the exact off-leash boundary.
Good to know
Worth knowing
Raleigh does not issue pet licenses - the city says so in its own dog-park FAQ. What is required: a current rabies vaccination for every dog and cat from four months, with the metal inoculation tag fastened to the dog’s collar or harness whenever the dog is in the city (12-3008). Animal Control is a unit of the Raleigh Police Department (919-831-6311). And if you tie out at home, the three-hour tethering cap applies (12-3013).
