First walks in Riverside.
In Riverside, a dog off your property stays on a substantial chain or leash under a competent person’s control - and off-leash play is reserved for the city’s two Bark Parks. The city’s own rules and how we suggest starting a new dog’s first week.
The rules, in short
From the Riverside Municipal Code and the city’s dog parks page.
- 1Off your property: a substantial chain or leash, a competent person in control - police dogs on duty excepted (fine print)
- 2Off-leash play: the city’s two Bark Parks - leashed going in and out
- 3License, tag and microchip once the dog is over four months; the rabies shot stays current
- 4Spay or neuter by seven months, or carry the unaltered license
- 5Scoop every time - the bark parks require it
- 6Violations can be charged as a misdemeanor or an infraction (fine print)
Exceptions & the fine print
Riverside’s rule covers any street or public place, any unenclosed lot, and anyone else’s property: a dog must be "restrained by a substantial chain or leash and is in control of a competent person" (§8.04.050; the code sets no leash-length cap, and the only written exception is an official police dog on duty). On your own property the dog stays enclosed, securely tethered, or on a leash under control (§8.04.045). Posted special events can ban animals outright, with exceptions for invited, working, show and service animals (§8.04.140). Violations are misdemeanors unless charged as infractions (§1.01.110).
The first week
The same calm start we suggest everywhere - on Riverside’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.
The dog parks, for later
Once your dog has settled. The city’s own page: "Riverside has two Bark Parks" - water and doggie bags on site:
- 1Carlson Bark Park - 4700 Buena Vista Ave.
- 2Riverwalk Dog Park - 4198 Pierce St.
The posted bark-park rules: leashed during entrance and exit; licensed, vaccinated and wearing a current tag; owners keep control; small dogs at their own risk; pick up after your pet. The page lists no other off-leash areas - elsewhere the leash rule applies. Pins mark park locations, not exact dog-run entrances.

Good to know
Worth knowing
Rabies first: within 30 days of the dog turning four months or arriving, then kept current (§§8.16.010-020). Every dog over four months is licensed (§8.12.010) and wears a collar with the current tag, and the rabies certificate and a microchip number are presented when licensing (§§8.12.070-080). Riverside also requires spaying or neutering by seven months unless you hold an unaltered-dog license or a sterility certificate, with medical and senior-dog exemptions (§8.21.010), and a microchip for every dog and cat over four months (§8.21.030). Licensing runs through the county’s DocuPet portal - the county provides animal services to the city.
