City walks

First walks in Wichita.

In Wichita, your dog stays under a person’s control by lead, cord, rope or chain - or behind a fence it cannot leave at will - whenever it is off your property, the city’s dog parks and official-duty animals with a trained handler excepted - and a loose dog is a misdemeanor even when nobody meant any harm. The city’s eight dog parks, the strict at-large rule, and how we suggest starting a new dog’s first week.

The rules, in short

From the Wichita Code of Ordinances and the city’s dog-park listing.

  • 1Off your property: under control by lead, cord, rope or chain, or confined so it cannot exit at will - the exceptions are your marked electronic fence at home, the city’s dog parks, and official-duty animals with a trained handler (fine print)
  • 2Off-leash play: eight city dog parks, open 6 a.m. to midnight
  • 3License and rabies vaccination from five months - the license is annual
  • 4Scoop immediately - and at the dog parks you must carry a bag and use the receptacles
  • 5A loose dog is strict liability: mandatory fines start at $100 and can reach $1,000
  • 6At the dog parks: dogs five months and up, licensed, vaccinated, not in heat - and posted rules bar unneutered dogs
Hours, exceptions & the fine print

Wichita calls a dog running at large when it is not “confined within a fenced enclosure or shelter capable of preventing the animal from exiting at will, unless under the control of a person, either by lead, cord, rope or chain” (§6.04.020) - the code sets no leash-length cap. The written exceptions: on your own property, an operating electronic fencing system counts as confinement when the premises are clearly and prominently marked and the dog wears the working components; a dog unleashed inside a dog park owned or operated by the city is not running at large; and animals may run at large by authority of law enforcement or a city department head for official use, under a trained handler - the code carries no general service-dog leash exception. Running at large is a misdemeanor with no intent requirement - “knowledge or intention on the part of the owner, keeper or harborer shall not be elements of this offense” - punishable by up to $1,000 and six months, with mandatory minimum fines of $100, $200 and $300 on successive convictions (§6.04.150).
