First walks in Houston.
Houston outlaws letting a dog run at large, and the city’s designated dog parks are the off-leash exception. On public walks, keep your dog leashed - it is the simplest way to keep the control the code asks for. The city’s own rules, the Parks department’s official list, and how we suggest starting a new dog’s first week.
The rules, in short
From the Houston Code of Ordinances and the Parks department’s own page.
- 1Never let your dog run at large - a declared nuisance
- 2Dog parks are the code’s designated off-leash exception
- 3Microchipped and registered with BARC by four months
- 4Current rabies vaccination
- 5Pick up after your dog
- 6Leashed entering and leaving the dog park
Hours, exceptions & the fine print
The posted dog-park rules add: two dogs per person per visit, no puppies under four months, no females in heat, children 12 and under stay out, and waste bags on you at all times. Houston’s registration is a microchip registered with BARC, the city’s animal services - there is no metal license tag to buy - and a current rabies vaccination is required from four months - a veterinarian can certify it medically inadvisable for a particular dog (6-94).
The first week
The same calm start we suggest everywhere - on Houston’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.

Hours are dawn to dusk across the list. A few parks are run by partners - Johnny Steele by the Buffalo Bayou Partnership, Levy by the Levy Park Conservancy, Woodchase by the Westchase District - so their posted signs rule on site.
Pins mark the park or its listed access point, not the exact off-leash boundary.
Good to know
Worth knowing
The code (6-4) declares a dog running at large a nuisance and makes it unlawful for an owner to permit it. Running at large means a dog on public or private property “without its owner or a person having direct physical control over the animal” - control meaning a tether or other restraint held by someone capable of controlling the dog - and even a staked or tied dog that can reach a public street or sidewalk counts. There is no leash-length limit. In every city park outside the designated areas dogs stay leashed at all times, and they are not allowed at all in children’s play areas or on organized athletic fields. Inside an off-leash area your dog must stay under your immediate supervision and command.
