Hours, exceptions & the fine print

Huntsville’s rule is §5-44(a): "It shall be the duty of every owner or person in charge of a dog to keep the animal under effective restraint, while the dog is within the city, whether or not the dog is upon or away from his premises", and failing to keep that restraint is unlawful - "Proof that a dog is not properly restrained... shall be prima facie evidence of a violation" (quoted). A dog left unattended outside must be physically restrained so it cannot leave its premises or reach the public right-of-way or someone else’s property (§5-44(a)(1)), and the section accepts a compliant trolley run, a fenced enclosure of at least 200 square feet for the first dog, or a working underground electric fence kept at least ten feet from any public sidewalk or street (§5-44(a)(2)-(4)). The quoted text sets no leash length. The off-leash door is the Dog Spot, and Huntsville has four.
