First walks in Milwaukee.
In Milwaukee, a dog off your property stays on a leash of six feet or less, held by someone who can govern it - with off-leash play reserved for the designated dog exercise areas. The city’s own rules and how we suggest starting a new dog’s first week.
The rules, in short
From the Milwaukee Code of Ordinances, the city’s license page, and Milwaukee County Parks.
- 1In public: a leash of six feet or less, with a competent handler
- 2Off-leash play: the four dog exercise areas in the city
- 3Carry a scoop or bag - and pick up immediately
- 4License from five months - tag on the collar when the dog is out
- 5Rabies shot current - the certificate goes with the license
- 6At home: up to four dogs, cats or rabbits in any combination, unless permitted for more
Hours, exceptions & the fine print
Milwaukee’s code defines “at large” as off your premises on any public street, alley, park or other public grounds - or on private property without permission - unless the dog is “attached to a leash not more than 6 feet in length… held by a person competent to govern the animal,” or properly restrained in a vehicle (78-1). No owner or caretaker may permit a dog to be at large (78-19-1). The exception for off-leash play is a designated dog exercise area - inside one, county rules ask for a leash in hand and the dog within view and voice control, with a license and DEA tag displayed. Granville’s park is fenced on three sides only - the river is the fourth - so it suits dogs with reliable recall; the other three in the city are fenced. A first at-large or litter violation is a Class C penalty - a fine of $25 to $200, each act a separate offense - and a second or later one is a Class D, $50 to $500 (78-55-6 with ch. 61). In county parks, off-leash outside a gated dog park or not cleaning up draws a $200.50 fine.
The first week
The same calm start we suggest everywhere - on Milwaukee’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.
The dog exercise areas, for later
Once your dog has settled. Milwaukee County lists four dog exercise areas inside the city:
- 1Granville Dog Exercise Area - 11718 W Good Hope Place, the far northwest side - county-run; ten acres of hills, meadow and woods with river access; fenced on three sides only, the river is the fourth - best for dogs with good voice control
- 2Roverwest Dog Park - 3243 N Weil St, Riverwest - county-run; fully fenced, with free street parking along the perimeter
- 3Downtown Milwaukee Dog Park - 103 W Clybourn Ave, under I-794 - run by a non-profit partnership of the downtown and Historic Third Ward districts; 23,000 square feet with separate small and large dog areas, pet turf and water stations
- 4Bay View Dog Park - East Lincoln Ave & South Bay St - run by the City of Milwaukee; a one-acre fenced pocket park with natural agility structures
Open 5 a.m. to 10 p.m. (Downtown 6 a.m. to 10 p.m.). Dogs need a Dog Park Pass - $36 a year for county residents, $40 non-resident, or a $6 single-day pass at the self-pay stations - and must display their dog license and DEA tag inside. The county’s three other dog exercise areas - Currie in Wauwatosa, Estabrook on the Shorewood–Whitefish Bay border, and Warnimont in Cudahy - are outside the city. Outside a designated dog park the six-foot leash rule applies again.
Pins mark the park or its listed access point, not the exact off-leash boundary.
Good to know
Worth knowing
Every dog over five months needs a license - within 30 days of getting an older dog - from MADACC, the Milwaukee Area Domestic Animal Control Commission, with a current rabies certificate (78-17; $12 a year spayed or neutered, $24 unaltered, through March 31 - $18/$36 after April 1, plus a $1 processing fee online or by mail). The tag goes on the collar or harness whenever the dog is out - securely indoors or in a fenced area is the exception - and every dog kept in the city must also be microchipped and registered (78-17-5, 78-17-6). At home the limit is four dogs, cats or rabbits in any combination, unless you hold a fancier, breeder or kennel permit (78-5-3). And on any street, sidewalk, park or anyone else’s property, you must carry a scoop, shovel or bag and remove feces immediately (78-19-3).
