The Walking Club
City walks

First walks in Newark.

In Newark, a dog on any public street or in any public place stays on an adequate leash no more than six feet long, with a responsible person in control - and the parks stay on-leash too - two county parks inside the city make good first walks. The city’s own rules and how we suggest starting a new dog’s first week.

The rules, in short

From the Newark Revised General Ordinances and the city’s park rules.

  • 1On any street or public place: an adequate leash, six feet or less, a responsible person in control
  • 2In the parks: the leash stays on - no off-leash dog park is listed in the city
  • 3License from seven months - or once the adult teeth are in
  • 4The license tag stays on the collar or harness
  • 5Scoop everywhere off your property - working assistance animals excepted
  • 6Off-leash or at large: penalties under the city code (fine print)
Exceptions & the fine print

Newark prohibits any dog running at large on public streets or in any public park, building or other public place (§6:1-3), and the leash rule is specific: a dog in any public place must be accompanied by a responsible person and "securely confined and controlled by an adequate leash not more than six feet long" (§6:1-4 - that section writes in no exceptions). Breaking the at-large or leash rules carries penalties (§6:1-56(b)). In city parks the park rules add their own layer: dogs stay off courts and play fields at all times (seeing-eye dogs excepted), the recreation director may bar dogs from designated areas, and dogs are allowed only on leash and under control, with immediate feces removal on city property (§20:20-1(f)).
