First walks in San Antonio.
San Antonio asks that dogs stay restrained and under control any time they are out, and off-leash only in the city’s dog parks. The city’s own rules, the official directory, and how we suggest starting a new dog’s first week.
The rules, in short
From the San Antonio Code of Ordinances and the city’s own pages.
- 1Restrained at all times - the code’s own words
- 2Off-leash in the city’s designated dog parks
- 3Microchipped and registered by four months
- 4A tag with your chip number or phone number, outdoors
- 5Carry a scoop and bags on every walk
- 6Rabies vaccination per Texas law
Hours, exceptions & the fine print
San Antonio’s licensing system is a registered microchip, not a yearly tag - the chip must be in before four months of age, registered with a chip company, and the dog wears a tag with the chip number or your phone number outdoors. Roaming dogs can be spayed or neutered by Animal Care Services before they are returned, and repeat Chapter 5 violations now carry minimum fines up to $750.
The first week
The same calm start we suggest everywhere - on San Antonio’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.

Pins mark the park or its listed access point, not the exact off-leash boundary.
Good to know
Worth knowing
The restraint rule (Chapter 5) sets no leash-length limit - it requires your dog restrained at all times and under your control. The pooper-scooper law is unusual: you may not walk your dog without a leash, may not let it use a neighbor’s yard as a toilet, and must carry a container and scooper in the public right-of-way. Rabies vaccination is Texas state law, and the city’s rules defer to it.
