First walks in San Diego.
San Diego asks for a leash of eight feet or less in every park, and off-leash only inside the posted boundary of the city’s off-leash areas. The city’s own rules, the official list of off-leash spots, and how we suggest starting a new dog’s first week.
The rules, in short
From the San Diego Municipal Code and the city and county’s own pages.
- 1Leash, eight feet at most, in every city park
- 2Off-leash only inside posted off-leash areas
- 3Current dog license, worn on the dog
- 4Rabies vaccination by five months
- 5Pick up after your dog
- 6Three dogs at most in an off-leash area
Hours, exceptions & the fine print
The off-leash area rules add: no females in heat, no unattended dogs, and every dog licensed - Fiesta Island is the exception with a six-dog limit instead of three. Licensing for City of San Diego residents runs through the San Diego Humane Society (DocuPet online), and the license tag is your proof of rabies vaccination.
The first week
The same calm start we suggest everywhere - on San Diego’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.

Good to know
Worth knowing
The eight-foot leash rule is written into the municipal code (63.0102): in any park, including trails and canyons, a dog must be on a chain or line of eight feet or less. The scoop rule (44.0304.1) bans letting your dog defecate on public or improved private property at all, unless you immediately remove it to a proper receptacle. San Diego adopts the county animal code: rabies vaccination is required by five months of age, and licensing follows county rules.
