First walks in Stockton.
In Stockton, a dog on any public street or in any public place stays on a rope, chain or other leash, securely and continuously held by a competent person, with exceptions detailed below - and off-leash play is reserved for the city’s three dog parks. The city’s own rules and how we suggest starting a new dog’s first week.
The rules, in short
From the Stockton Municipal Code and the city’s park pages.
- 1On public streets and places: a leash, rope or chain, held continuously - service, police, herding and show dogs excepted (fine print)
- 2Off-leash play: the city’s three dog parks - in every other city park, the leash stays on
- 3License from four months - rabies shot and microchip first, tag on the collar out of the house
- 4Scoop on any street, sidewalk, park or school ground - and carry the bags to do it
- 5Visiting? A current home-city license covers stays of up to 30 days
- 6Breaking these rules can bring an infraction or misdemeanor charge - animal services can also write citations (fine print)
Exceptions & the fine print
Stockton’s rule is direct: no one may allow a dog "on or upon any public street, alley, or other public place, unless such dog be kept securely confined by a rope, chain, or other leash, securely and continuously held by a competent person" (§6.04.120; the code sets no leash-length cap). The written exceptions: a Seeing Eye, signal or service dog actually being used, a police dog in law-enforcement use, a dog working without a leash to herd, guard or gather domestic animals or fowl, and obedience trials or dog shows. A dog confined in a vehicle counts as on enclosed premises. Violations of the animal chapter can be charged as an infraction or a misdemeanor (§§6.04.490, 1.08.010); animal services can also write administrative citations (§§6.04.380, 1.32.050). The written license exemptions: a non-resident dog licensed at home while traveling or visiting up to 30 days, a dog kept at a show, community cats, and a dog under four months kept confined (§6.04.140); service dogs are registered without the fee (§6.04.150).
The first week
The same calm start we suggest everywhere - on Stockton’s streets.
- 1Leash, quiet streets, short and sniffy - calm hours, near home, ending before your dog is wound up. An off-leash area is not day-one material for a brand-new dog.
- 2Sniffing is the point - let your dog pause and sniff instead of focusing on distance. More on the sniff walk.
- 3Settle first, explore later - more on the first days: a routine for a newly adopted dog and a calm start to every walk.
The dog parks, for later
Once your dog has settled. The city’s park pages say it plainly: "All dogs must be on a leash at all times in all city parks… Exceptions include dog parks at Barkleyville, Faklis, and Weston." The three:
- 1Barkleyville Dog Park - 5505 Feather River Dr. - a dedicated dog park only, with separate fenced big-dog and small-dog areas
- 2Faklis Park - 5250 Cosumnes Dr. - 16 acres, with a city dog park among the amenities
- 3Weston Park - 3603 Ews Woods Blvd. - 23 acres, with a city dog park among the amenities
All three are listed in the city’s own parks directory, which notes it is still being updated to include every park. Pins mark park locations, not exact dog-run entrances.

Good to know
Worth knowing
Every dog four months or older needs a city license, and the license expires when the rabies vaccination does - renew within 30 days or a $50.50 delinquent fee applies (§6.04.090; FY2026-27 fee schedule). The license requires a vet’s certificate of rabies vaccination and a microchip (§6.04.100), and out of the house or fenced yard the tag stays on the collar (§6.04.110). Under four months, nonresidents licensed elsewhere, visitors up to 30 days and show dogs kept at the show are exempt (§6.04.140); service, signal and Seeing Eye dogs license free but still register (§6.04.150). This year’s fees: $16.50 a year spayed or neutered ($164 unaltered; $9.75 for a senior’s altered dog), with two- and three-year options, licensed online through DocuPet. Waste: pick up immediately on any street, sidewalk, pathway, park, school ground or others’ property - and carry bags, because not carrying them is itself a violation; guide-dog users and on-duty police dogs are exempt (§6.04.340).
