Short answer: twitching, whimpering and even howling in sleep is usually normal. Dogs, like people, have active sleep.

What the AKC and Dogs Trust say

The AKC says many animals twitch in their sleep, and that puppies are especially twitchy. Dogs Trust says making noises while sleeping is not usually a cause for concern and can be part of getting good sleep. Dogs Trust says to let sleeping dogs lie and avoid waking them.

When it is different

Dogs Trust says that if your dog twitches when awake, it could signal a medical condition such as seizures, itchy skin or arthritis. It suggests taking a video to show your vet. See emergency signs and why dogs sleep so much.
